The INFORMATION TECHNOLOGY AND RECORDS MANAGEMENT Department of Metro, a metropolitan service district organized under the laws of the State of Oregon and the Metro Charter, located at 600 NE Grand Avenue, Portland, OR 97232-2736, is hereby requesting sealed proposals for Support Services for Enterprise Video Management System (VMS) Replacement.

BRIEF DESCRIPTION OF THE WORK

Metro operates a diverse portfolio of facilities and venues, including administrative offices, transfer station facilities, a convention center, zoo and other public-facing spaces that serve employees, partners and the public. Across these environments, video surveillance systems support safety, security, and operational needs. Access control systems are similarly distributed, with varying configurations across departments. While these systems continue to support day-to-day operations, the current environment presents challenges related to standardization, optimization, integration, governance, and long-term sustainability. Metro is initiating an enterprise Video Management System (VMS) replacement effort to modernize and standardize its approach while accommodating the diverse operational needs of its facilities and venues. The effort will include structured requirements development, evaluation of integration with Metro’s existing access control environment, and procurement of a VMS solution capable of supporting Metro’s long-term security and operational objectives.
